As we know it is being mainly used with the SAP PM-WCM (Work Clearance Management in PM) component which is coming under PM module (Plant Maintenance). WCAF is a SAP standard transparent table used for storing WCM: Order Operation <-> Work Clearance Document related data in SAP. It comes under the package WCM.
